It depends upon the coal characteristics but a good book which is probably out of print is ‘Gas Making and Natural Gas’. First edition 1972 by British Petroleum.

Surely you need to specify the method of coal gasification before you select the best burner. For example, the old method British Gas boards used was to heat a retort containing coal, with burning producer gas. The heat was conducted though the refractory walls. Hence there was no burner as such. You also need to define what you mean by best. Most efficient? Most reliable? I recommend you start with Wikipedia ‘Coal Gasification’
